ABSTRACT
Using industrial concentration index, this study analyses and compares the wheat mill factory structure for two market scenarios: regulated and non-regulated. It also evaluates the idleness capacity of the wheat milling industry and the growth potential of the market demand. Indicators show a decrease in the level of technical concentration in seven of the eight regions studied from 1987 to 2000. The economic concentration presented a clear reduction, despite of the intensive process of industrial acquisition by some conglomerates. The expansion of industrial plant capacity has increased idle capacity more for small firms that do not use full economy of scale more common in larger firms. It can be concluded that in the short term an increase in market demand can be obtained only for the existent industrial plant capacity without further expansion.
